Housing Choice Voucher specialists · Washington, DC
Get the highest rent
DC Housing will approve.
Keyhold is DC property management built for voucher landlords. We negotiate your rent with strong comparables, prep your unit to pass HQS the first time, and cure fast — so you never lose a HAP payment to an abatement. Run by a licensed DC/MD/VA agent who's been a voucher landlord for over a decade.
Vouchers welcome, always. Source-of-income discrimination is illegal in DC — voucher tenants are our specialty, never an exception.
Why Keyhold exists
The hard part isn't the tenant. It's finding a manager who actually gets vouchers.
Most property managers treat the Housing Choice Voucher program as an afterthought — so voucher landlords get approved below market at rent-reasonableness, fail HQS on avoidable items, and watch HAP payments get abated while paperwork sits in DCHA's new RENTCafé portal. We built Keyhold with exactly this in mind: the voucher process, run by people who've lived it.
Who we help
Three ways we work with DC housing.
Whether you already own voucher rentals, want to buy your first, or run an affordable building — there's a track for you, and a licensed agent behind it.
You own voucher-assisted rentals
We manage them, end to end.
Max approved rent, HQS without abatements, RFTA through RENTCafé, HAP contracts, recertifications, and full DC compliance — hands-off for you.

Buy the right unit — we'll show you how.
DC Housing pays by the number of bedrooms, so the right property can mean reliable, often above-market rent. As licensed DC/MD/VA agents and voucher landlords ourselves, we help you find it, buy it, and prep it to qualify — then manage it.
See how it works →You run an affordable building
We manage or advise your voucher units.
If your apartments already work with vouchers, we'll run the voucher side at building scale — RFTA, HQS, HAP, recertifications — or consult your team through the process.

From “what will it rent for?” to money in your account — four steps.
Free rental analysis
Tell us about your unit. We tell you the maximum rent DCHA is likely to approve — backed by real comparables.
Onboard & prep
We handle the management agreement, ready your unit for HQS, and line up any fixes with our vendor pool.
Lease-up & HAP
RFTA filed via DCHA's RENTCafé portal, tenant placement, and the HAP contract — shepherded through the agency on your behalf.
You get paid
Rent collected, paid to you on time from a segregated trust account, compliance handled. You just cash the check.
Why voucher landlords choose Keyhold
The things that separate a specialist from a generalist — and put more money in your pocket.
Maximize your approved rent
We assemble strong, defensible comparables and negotiate rent-reasonableness with DCHA so your unit is approved at the highest lawful rent — not the first number the agency offers.
Pass HQS, avoid abatements
Our vetted vendor pool knows the inspection cold. We prep your unit to pass the first time and cure any fail fast, so your HAP payments never stop.
The voucher process, mastered
RFTA packages filed through DCHA's new RENTCafé portal, HAP contracts, annual and interim recertifications, agency rent increases — the parts that trip up other managers are our core competency.
Tenant issues + DCHA arbitration
When issues come up, we work the DC housing grievance and arbitration process — heading off vacancies, lost rent, and unnecessary headaches before they start.
Split-rent clarity
Tenant portion and agency (HAP) portion tracked separately, to the penny. You always know exactly who owes what, every month.
DC compliance, built in
Rent control, security-deposit escrow, statutory notices, habitability — the entire DC rulebook, enforced automatically by our own software.
Everything handled, end to end
A look inside the platform
The voucher-specific work — split rent, DC rent control, HQS, every compliance deadline — handled by software, not spreadsheets.
Compliance calendar
Open DC obligations across the portfolio, each citing its statute.
Tenant & HAP shares tracked separately — always balanced to the contract rent.
CPI-W 3% + 2% = 5%, capped — checked before any notice goes out.
A failed item auto-creates an urgent work order — so you pass DCHA the first time.
Tech-forward, on top of DCHA's systems
As DCHA moves landlords to RENTCafé, we're already there.
We file your RFTA package through DCHA's new RENTCafé portal and run your whole tenancy on our own DC-compliance software — deadlines tracked, rent split to the penny, nothing lost in a paper shuffle. The agency is going digital; so are we.
In their words
What DC landlords say
Ben got my rowhouse approved at $3,200 and it passed HQS on the first try — no back-and-forth, no lost month chasing DCHA myself.
I was nervous about vouchers. Keyhold handled the RFTA, the inspection, all of it — and now HAP hits my account the same day every month.
They split every payment to the penny and caught a rent-control increase I'd have filed wrong. First time my books actually made sense.
Landlord-founded
Run by a licensed agent who's been a voucher landlord for a decade.
Keyhold is run by Ben — a licensed real estate agent in DC, Maryland, and Virginia, a DC property manager, and a Housing Choice Voucher landlord of 10+ years. Every workflow — from comparables to abatement cures to arbitration — comes from actually doing it, not reading about it.
“I built Keyhold to be the manager I wish I'd had when I started renting to voucher holders.”
Frequently asked questions
The things DC landlords ask us most about working with vouchers.
Do you work with Housing Choice Voucher (Section 8) tenants?+
Yes — voucher landlords are our specialty, never an exception. In DC, source-of-income discrimination is illegal, and the entire Keyhold process is built around the Housing Choice Voucher program: rent-reasonableness, RFTA through DCHA's RENTCafé portal, HQS inspections, HAP contracts, and recertifications.
Do you also manage market-rate rentals?+
Yes. Vouchers are our specialty, but we manage market-rate DC rentals too — the same compliance engine, penny-accurate accounting, and hands-off management apply either way.
How much does Keyhold charge?+
Our management fee is a percentage of the rent we actually collect — so you only pay when you get paid, and you'll get a clear, all-in quote with your free rental analysis. No surprise junk fees buried in the fine print.
What happens if my unit fails the HQS inspection?+
We prep your unit to pass HQS the first time. If DCHA does flag something, our vetted vendor pool cures it fast — so your HAP payments aren't abated while a fix waits.
How does “split rent” work with a voucher?+
Your rent is split between the tenant's portion and DCHA's Housing Assistance Payment (HAP). We track both separately, to the penny, and collect the tenant portion — so you always know exactly who owes what, every month.
Do I still get to approve the tenant?+
Yes. You have the final say on who lives in your property. We place and screen tenants against consistent, lawful criteria — a voucher only changes who pays part of the rent, not your right to a qualified tenant.
Can you help me buy my first voucher rental?+
Yes. We're licensed agents in DC, MD, and VA and voucher landlords ourselves. We help you find a property that qualifies, buy it, prep it to pass HQS, and then manage it end to end.
